Swiss lawyer and Zionist. He was born in Warsaw and settled in Zurich in 1894. He served as a member of the Swiss parliament after World War I until 1939. He was the first president (from 1920) of the Keren ha-Yesod in Switzerland. When the State of Israel was founded, he suggested that its legislation be based on the model of the Swiss republic.
