Refugees

After World War I the protection of refugees was accepted as an international responsibility. In 1921 Dr. Nansen was appointed by the League of Nations as high commissioner for Russian and Armenian refugees; later this responsibility passed to the Nansen Office of the League. In 1933 another high commissioner of the League was appointed for Jewish and other refugees from Germany. In 1938 President Roosevelt convened a conference at Evian to arrange for the emigration and resettlement of refugees. During World War II the high commissioner for German refugees worked to help those who were outside the Nazi-occupied territories, and to improve conditions of emigration.
