Polish jurist and Zionist. He was born in Pinsk, and practiced law there and in Minsk. Active in the Ḥibbat Zion movement, he was a delegate to the Zionist Congresses until World War I; he was an opponent of the Uganda plan. During World War I, he worked for an independent Lithuania, and later became the country's. deputy foreign minister; subsequently he served as minister of Jewish affairs.
