Russian historiati, sociologist, and communal worker. He lived in Galicia, Vienna, and Berlin. After returning to Russia, he lectured a t the institute of Baron David Gunzburg in St. Petersburg (1909–12). From 1914 to 1916 he was the editor of the periodical Hisfoty of the Jewish People in Moscow. He lived in London for a time, then moved to Germany and served as secretary to the Hilfliverein der Deutschen Juden; in the period 1933–7 he helped to organize the emigration of Jews from Germany.
