On 4 December 1865, Congress named a joint committee of nine congressmen and six senators to make proposals on safeguarding FREEDMEN'S rights and readmiting ex-CSA states to congressional representation. Headed by Senator William Pitt Fessenden, a moderate, but dominated by Representative Thaddeus S tevens , it adopted the R adical R epublicans ’ most basic demands for southern R econstruction . It drafted the F ourteenth A mendment .
