On 5 September 1774, 54 delegates from every colony but Ga. met in Philadelphia to formulate policies to press for repeal of the I ntolerable A cts . On 17 September, Congress endorsed the S uffolk R esolves . On 28 September, it rejected the G alloway P lan of U nion . On 14 October, it adopted the “Declaration and Resolves,” which denounced 13 Parliamentary laws for violating the rights of E nglishmen in America. On 18 October, it approved the C ontinental A ssociation . Its first session adjourned on 26 October. The second session convened on 10 May 1775. This session created the Continental Army and P ost O ffice , approved an invasion of Canada, and appointed commissioners to negotiate with Indians. On 5 July, it approved the “Declaration of the Causes and Necessities of Taking Up Arms,” and adopted the olive branch petition on 6 July.
