On 12 April 1776, N.C. became the first state to authorize its congressmen to vote for independence. On 7 June, Richard Henry L ee resolved that the thirteen colonies declare independence. The second C ontinental C ongress debated Lee's resolves until 2 July, when 12 delegations voted for independence and N.Y. abstained.
